PATRICK MULLARKEY
Patrick Mullarkey is a seasoned entrepreneur and veteran with over two decades of experience in business management and real estate. As the President of Bluejacket Industries Materials, Patrick leads initiatives to deliver high-quality products and services to government agencies. Founded in 2021, Bluejacket embodies a commitment to innovation and customer-first solutions, rooted in Patrick's dedication to making a positive impact through his work.
Prior to his role at Bluejacket, Patrick was the CEO of The Capital Home Team & Irish Land LLC for nearly 11 years, where he provided expert real estate advice to clients in the Greater Annapolis and Eastern Shore areas. His extensive background in business ownership, including a self-employed venture since 1999, has equipped him with a strong foundation in client relations and market strategy.
Patrick is passionate about leveraging his diverse expertise to drive growth and foster lasting partnerships.
Residing in Annapolis, Maryland, he continues to focus on building successful ventures while contributing to his community and supporting fellow veterans.

MICHAEL CECIL
Mike Cecil spent 42 years in heavy civil, commercial, and industrial construction before forming Bluejacket with Pat Mullarkey. Mike is a Master Plumber, Master HVAC, Master Gasfitter, and Class B Master Electrician.
His early days focused on mechanical work and then progressed to becoming a Superintendent, then a Project Manager for major construction and engineering companies and he worked throughout the United States and overseas. Mike has been doing design-build projects since 1995 and is an expert in alternative delivery. For several years, he served on the Water/Wastewater Board of Directors for the Design-Build Institute of America (DBIA). He was a contributing author for the DBIA Best Practices book. He has been or is currently a member of several philanthropic organizations that give back to the community.

With extensive experience in sales, consulting sales, and project management, Hervé Keutcha has built a career focused on delivering strategic solutions and driving measurable results for clients. As a subject matter expert in duct cleaning and maintenance, he combines technical knowledge with proven sales acumen to address complex challenges and exceed client expectations. Hervé emphasizes strong relationships, trusted advisory, and a deep understanding of client needs to ensure a lasting impact and success.
