PATRICK MULLARKEY
Patrick Mullarkey is the Co-Founder and President of BlueJacket Industries Materials, which he launched with Mike Cecil in 2021. A U.S. veteran and experienced entrepreneur, Patrick brings more than two decades of leadership in business management and real estate.
Before founding BlueJacket, he led The Capital Home Team & Irish Land LLC, serving clients across the Greater Annapolis and Eastern Shore regions. Patrick’s focus on integrity, innovation, and lasting partnerships continues to drive BlueJacket’s growth and mission.

MICHAEL CECIL
Mike Cecil co-founded BlueJacket Industries Materials with Patrick Mullarkey after more than 40 years in heavy civil, commercial, and industrial construction. A Master Plumber, HVAC, Gasfitter, and Class B Master Electrician, Mike helped establish BlueJacket’s foundation of technical expertise and integrity.
An expert in design-build and alternative delivery, Mike has led major projects across the U.S. and abroad. Though no longer involved in day-to-day operations, his leadership and vision continue to guide BlueJacket’s commitment to quality and innovation.

Hervé Keutcha is the National Sales Manager at BlueJacket, bringing extensive experience in sales, consulting, and project management. He delivers strategic solutions and measurable results for clients by combining technical expertise with proven sales acumen. Hervé focuses on building strong, lasting client relationships, providing trusted advisory, and ensuring a meaningful impact on client success.
